Center Flap Bearing Block Question

Drawing 37 instructs you to install AN960-10 washers between the two halves of the F-6115 center RUDDER PEDAL bearing block as spacers, which makes sense because that's about the thickness of the bandsaw blade used to cut the bearing block in half.

However, there are no instructions to install washers as spacers in the F-680 center FLAP bearing block on drawing 33. Should they be installed anyway? Has anyone installed them? Has lack of these spacers contributed to the high number of complaints of stiffness of the flap actuator after assembly?

WHY NOT JUST clamp the blocks (after you cut them in half) in your drill press vise and re-drill out the hole with a spade bit. It will make the hole nice and round again and you won't need the washers that "old fram boy Van" used to solve a problem back in 1972.
