Carb syncronization

I did the synchronization today and came up with the following. At 3100 - 3200 rpm both carbs were perfectly in sync, about 8.5 in Hg, but at 1900 rpm the right carb was pulling 11.8 in Hg and the left was at 14 in Hg. Increasing the throttle above 1900 to 3100 the balance came closer together until past 3200 rpm the balance went in the opposite direction and at 3900 rpm the right carb was at 3.3 in Hg and the left was at 2.6 in Hg.
Does this make sense to anyone who has been there, done that. I used a carb balance tool with mercury in it that I also use for my motorcycle . I converted the centimeters to inches to make more sense.
