beg ,steal or borrow 
not sure of the brand of the one we borrowed, we had an a & p assist. Good thing, he brought the tempurature adjustment chart to set the tension. Check with a local mechanic or another builder to see if you can borrow one. they are pretty expensive 150-300 dollar range. You only use it once on the -12.

Cable tension
I searched for "tension" and found the links below. Until tension can be checked with a meter, a good starting point is to tighten the cables until the F-1203A bulkhead is pulled aft 1/32" with the cover off. Installing the cover tightens the stabilator cable to approximately the right tension.
