buying built tailfeathers?

Got a chance to buy some completed RV-7 tailfeathers... my question is, are there problems with the 49/51% rule if the QB fuse and wing are built? I have heard that you can't get the FAA to go along unless you start from scratch on the QB kits. Any info on this would be appreciated...
