Air filter carb collar?

If you actually have a 1/16" clearance on the filter, something doesn't seem right.
What you see on the carb. is not threads. It is just ribs that are formed in the flange perimeter so that when the filter is clamped it can not slide off.
When the filters are new the material is pretty soft and the clamp can easily squeeze it but I have never seen filters that just slipped on easily, You generally have to rock them just a little bit to get them to go on.
Are they new filters that were supplied with a new engine in a powerplant kit?
