Aileron hinge bracket question

Ok the aileron bracket subkit has a revised drawing dated 5/7/02. There are some notes about allowable gap between mating parts. Note:1 says

1. Allowable gap between mating parts:

.005 maximum at rivet shank
.025 maximum at any point

I understand the .025. Vans probably is concerned about us piling on primer and having a large gap between the plate and bearing. I can't figure out what the .005 is talking about?

The pieces must be nearly (.005") in contact where the rivet is. Away from the rivet, where parts may be warped, etc., there is a higher tolerance.
