A-403 and A-705 identity hole

Does the "extra" hole in A-403 (aileron spar) and A-705 (trailing edge skin) that determines top and bottom remain unused? There is no corresponding extra hole in A-802 (leading edge skin) and since it wraps over that hole becomes hidden.

If memory serves, those are tooling holes and remain open.
