7/7A empennage dimpling

Do the holes for empennage fairing to HS get dimpled? Drawing states "leave open on top side". What is the correct way to prep these holes for future hardeware? Thanks in advance for advice.
 
dimple or not

either way is fine . if you dimple you will drill out any way but here is the catch, most pople only use few screws to attach this instead of the qty called for. two at the front a couple at the back. ive seen amore than a few with the prescribed # and pucker between the holes .if you dimple all you can decide later how many screws you want holding on the fairing. and just rivet the holes you dont use. i was going to use all of the holes untill i saw ken and james planes at owens feild. IIRC one at the point, two at the front bottom and a couple at the rear. ken didnt even use one at the point, looks very nice and the way the fiberglass wrapped around the h/s it aint going anywhere.
