The instructions say to drill the w423 attach plate to the wing tank while it clecoed to the spar, and then take the tank off and final drill using a #19 drill bit. Any reason why I couldn't drill the #19 when the tank is attached to the spar. This seems like an extra step which would not be necessary is you are careful. Also since everything is lined up(edges and holes), there would be less chance of anything getting out of alignment.
