Default F704M Web stiffeners

I just got done fabricating the F-704M web stiffeners. I was having a hard time determining whether or not the F-04A (forward center section) gets dimpled or countersunk to accept the rivets which hold the web stiffeners in place. Thank you in advance.

Hi Guys. Given that the flush rivets holding F-704M in place are to avoid conflict with F-782B Cover Support Rib once it is bolted in place, I really see that only one flush rivet is necessary, and that the top and bottom rivets could just be AN470. I just don't like countersinking for AD4 rivets on something only 40 thou thick if I don't have to.
Do you guys concur?

The lower one also must be flush for the gear mount on 7A.
