Has anyone else run into this? Slight deflection in wing skin between j stiffener and rear spar. Approx. 1/16? right across. Flap gap fairing was clecoed 100% after picture was taken and no change.

That is correct, the upper aft portion of the RV-10/RV-14 airfoil reflexes upward about 3 degrees. Once you get the flaps and ailerons installed and rigged you'll see that the reflex of the wing skin correctly aligns with them.
