Wind or not, all it takes is another plane to taxi by. Gusts locks are manditory for me, all control surfaces.
 
I use 3/4" PVC pipe. It holds the stick and the rudders. I take a picture tomorrow if somebody doesn't post one before then.
 
Seast belt around Control stick

I parked one time tail to the wind (not thinking about it). Got out and bam, nice little dent but no hole. There is enough flex on the rudder to make contact with the elevator, even when the stops are made correctly.

I always put my seat belt around the control stick which will keep it up and further away from the rudder. I also use a rudder lock if I'm leaving it for a while. I put one of those Icon Add Before Flight flags on my glare shield as a reminder that the rudder lock is in.

I have my original rudder built and sitting in the basement if its the same as yours you are welcome to use it.
