OF THE NOSE WHEEL, DOES VAN WANT THE WHEEL OFF OF THE GROUND? IF ON THE GROUND, THEN THE SURFACE AND THE TIRE PRESSURE WILL CHANGE THE RESULTS. WHAT DOES HE WANT?

Yes, the nosewheel should be off the ground.

The 20 lb force (if memory serves me correctly) won't even make the nose wheel budge if it is on the ground...well...if your engine is mounted.
 
Yes, off the ground. Use a fish scale available at Ace Hardware to measure the force. Go at least 20 lbs. This force keeps the nosewheel stable and is very important.
