I've fluted all the wing ribs except the W-408-1s. They are undrilled, therefore I didn't want to flute them now not knowing where holes in the flanges might go.

Should I flute them now? If so, does it matter where.

I must admit, I don't have my plans in front ot me so I am not even sure these get drilled, but it doesn't seem right that they wouldn't.

Use the holes in the skin as a fluting guide. You will need to flute them before they get drilled.

James is right, flute them now. When I did mine I stuck it in the leading edge which was attached to the spar. I then took a sharpie and put a mark through the skin hole just for a rough estimate where the rivet would be. Pull the rib out and flute between the marks. As far as centering and drilling the rivet hole on the rib, that will come later when you install the W-423 Joint Plate.
