My RV-14 wing kit only came with 2 W-1013A Aileron Bracket Spacers. The plans call for 4.

After emailing Vans, I think I just discovered why. SB 16-28-03 shipped with my wing kit. My understanding, from the instructions, is that SB 16-28-03 provides alternate parts for the two inboard aileron brackets. Thus reducing the need to 2 of the W-1013A part.

Is my understanding correct?

Correct. That what I did. I crossed out fig 2 on 15-02 and used the arrangement in the SB.
