What is the norm used on an IO-360? Friend says his is not producing enough for his 10:1 compression at startup.
 
14 volts should be enough. Your friend should check his battery and wire to see volts at the starter when energized. Also check battery grounding is sufficient.
 
I just went through this..

My starter would hardly turn over the engine. I thought it was the 3 year old PC680, so I replaced it. That hardly made a difference.

Yesterday I removed, wire brushed, and reattached every positive and negative connection, from the battery through the firewall to the engine. After that the engine spins and spins and spins.

So, as suggested, check and clean every connection.
 
If it's a cold OAT day... he will have problems on initial startup without some type of a pre-heater with 10:1.
