...the low pressure (the "suck" that keeps us airborne) on the top surface of the wing would extract your fuel in flight.....:)

And the fuselage vents won't be able to slightly pressurize the tanks. But then I don't know where RV4 vents are in the first place.

My PA28-151 PIPER has outboard fuel tank vents and also vents in the caps with flopper valves.
