So
T=150HP*5252/2700=292 lb-ft
And
For 2000 rpm you would have to know the HP rating.

Incidentally the power absorbed by a propeller varies as the cube of the rpm. The maximum rated power of the engine is normally matched to the power absorbed by the propeller at rated rpm.
