How do you torque something like a fuel line fitting? In other words, how do you torque something where a socket won't work?

With a "crowfoot wrench". Rather than writing a description, I suggest that you search the image function on Google.

Another approach is to cut the handle on a spare open end and weld an old socket to it. I've made lots of them to manage some particular situation. You should hold a specific distance from torque wrench head center to nut center because the setting on your torque wrench must be adjusted to compensate and you need to know that distance. The formula is in AC43, the A&P general textbook, etc.
