I'm wrapping up my tailcone on the -10 and there are some AN-3 bolts that help hold the assembly together.

In many of these places I can't access the nut with a torque wrench and this means I need to tourque the bolt instead.

Is there a rule of thumb like "over tourqe by 10%" or something like that when your only option is to tourque the bolt?

The real way is to measure the drag force if any and add that to the value. However, you're only talking 25 in.lb. so my guess is that you don't have a torque wrench sensitive enough to really measure the bolt drag. So you're probably left with guessing.
 
torque technique

Can you get a 3/8 inch wrench on the bolt? If so, use a 1/4 to 3/8 inch adapter on the torque wrench and put it in the open end of the wrench. It is better than a guess.
