On the flap actuator torque tube that goes behind the seats, what torque are you guys using on the AN3 bolt/fiberlock nut combo that holds the Delrin blocks to the F-705 bulkhead assembly?

I really don't know enough about delrin to know if the standard 25-ish inch/lbs for a -3 bolt might deform it enough to cause stuff to start to bind up, or maybe sink a hole into it.

The blocks are cut to allow for movement. Torque to the typical spec + run-on torque.

Not in the plans, but a neat trick -- On the center block, F-680, install a couple of AN960-10 washers in between each half of the block. This will allow you to tighten the bolts (AN3-22A) to the correct torque (25In/lbs) but not bind the toque tube.
