TED Transponder Antenna Installation

I am installing a TED Transponder antenna on the belly of my RV-7A for my Monroy ATD-200 Air Traffic Detector. The antenna comes with the pole and ball antenna, rubber gasket, star washer and nut. The question I have should the rubber gasket go on the belly of the airplane or should it not be installed so that the antenna sits flush against the belly to create a better ground plane. Thanks in advance

The rubber gasket fits into a recess at the base of the antenna and will seal the antenna to the outside of the aircraft. The ground connection is made on the inside of the aircraft via the star washer and nut. Just make sure that the inside area around the antenna (Just a little bigger than the star washer) is clean down to bare metal. The teeth of the washer will dig into the metal making a good ground connection.
