The standard installation is that the chains are attached to the rudder horn and the springs attached to the tailwheel horn.

Is there any reason that shouldn't be reversed, that is, attach the springs to the rudder horn, then the chains to the tailwheel horn?

Springs and chains

If you hook the springs to the rudder horn, the increased diameter of the springs hit the rudder bottom cap when turning the rudder.
 
There are many ways to connect the tailwheel to the rudder horn. You can use a Rocket steering link, available here

Or you can use a set up like this

The eye bolts and clevis hardware give extra clearance between the chains ands rudder bottom. Also, if you look closely you can see that the chains have a piece of shrink tubing partially covering them. The shrink tubing doesn't scratch the rudder bottom like the chains will.

I don't recall all of the part numbers for the hardware, but Spruce has 'em.
