For the purposes of meeting the anti-collision lights of 40 -100 flashes per minute per location, 180 visible for all devices, does a multi-flash units flashes count as

2,3... flashes or 1 flash?

Do you count the flash train as only one flash?

If so, how big of a time gap between flashes before it counts as distinct flashes?
