It seems that there is very little down movement of the RV 12 stabilator due to restriction by the blocks. Is there a spec somewhere stating how much should be that I'm missing? Just for comfort sake.
 
Do a search, lots of discussion on this previously. Bottom line is if it's hitting the stop, per the plans, it is correct. When you rig the controls you will adjust the cables so the stops are what limits the travel in both directions.

Typically on non-aerobatic aircraft with stabilators, the down travel is around 3?.
 
That concerned me too. I checked my Cherokee stabilator and found the same relative travel. It's not intuitive, but it is correct!
