Last year when doing the condition inspection, I noted that one rivet on the spinner back plate (CS prop) had failed. No big deal - I just replaced it and moved on.

Amazingly, this year the replacement rivet - ie., in the identical location has failed. None of the others seem affected at all.

Would you just lay in a stock of rivets for the future or would this make you think something is going on - if so, what?

(Prop has not been balanced. In all respects, the prop seems fine.)

I would suspect the hole - you might consider drilling it out one size larger and put a rivet in it, and keep an eye on it.
