Try not to over think it Joe....

The parts only purpose is to make sure a control cable doesn't rub on the bulkhead if is bouncing up/down. In normal operation the cable will probably never touch it if the tension is adjusted properly.

I would say it proves "it is a Van's" because protection from damage was designed in, even though the probability of it being required is very remote.
