The plans call for a nylon lock nut and AN4 bolt to secure the seatbelt cable to the attach plate that is mounted to the longerons. If I torque the nut it will squeeze the cable "yoke" closed. I am assuming this should not be done. Should there be washer between the "yoke"; the plans do not call for them. Should this be a castle nut instead of the nylon nut?

Squeezing the yoke is not necessarily a bad thing in this case, the joint does not need to rotate. I would still use a washer for a spacer though just so you don't leave the yoke stressed and subject to a possible crack at the worst possible time.
 
Used a washer, castle nut, and cotter pin. Works great. This is what Van's tech support recommended even though the plans say use nyloc with no washer spacer.
