Will this drill jig allow me to drill through bolt heads on the diagonal?

The Spruce one you linked looks like it's for drilling threaded ends for a cotter pin hole, but I could be wrong.

I have the ACS one
NUT SAF-T-BLOK Part # 12-15349

Although it works, I found it very difficult and averaged two 1/16 drill bits per attempt. It's hard to get the bit started on the diagonal.

Could have been operator incompetence.
