I just mounted my elevators for the first time and the left elevator, with the electric trim servo, is 'heavy' (I don't have them connected yet.) Is that common; I plan to add a 1 Oz. piece of lead sheet under the counterbalance weight so I can approximately balance each side before bolting them together - anybody see a problem with that? My concern is flutter or something similiar since I've never heard of this before. Thanks.

I would bolt them together and then check the balance. The counterweight on the right elevator may be heavy enough to balance things out. Remember that without the trim tab and servo the right elevator will be a lot lighter than the left. The counterbalance weights are approximately the same.
