I am about ready to rivet the bottom wing skins and noticed the NACA cut out on the inboard bottom right skin. The wing drawing says is it is for passenger ventilation and the tubing runs through the rib cut outs, no part number or reference to it in the build instructions.

Obviously, the plastic NACA scoop and tubing needs to be installed before the skin is riveted to the ribs. Is there an air vent kit with the RV-8 kit or is it ordered extra?

it comes with the fuse kit, it can be mounted and tubing run with the skins on by reaching through the ribs
 
If you're getting the fuse kit soon David, I'd wait to rivet - otherwise, all the quickbuilders install that with the wing skins on - not tough.
