I am ready to do the final riveting on my rudder assembly. I have read and re-read the plans and the manual about the counterbalance skin and the 901 R and L skins; but I cannot find whether the 901 skin is under or on top of the counterbalance skin. I see where it says to bevel the edge of the counterbalance skin to make a better transition where they overlap.

Any help on this question would be appreciated.

Rudder Skin

Drawing 7 shows the outline of the counterbalance skin in dashed or hidden lines, therefore the rudder skin overlaps the counterbalance skin.
