The leading edge of the -8 Rudder uses AD-41-ABS pop rivets. One section of my leading has a small gap between plys. The gap is on the underneath side and the exposed joint is good. The AD41ABS snaps before the plys are in full contact. Would a AD41BS with a steel shank have more pulling power and therefore be more likely to pull the plys into contact before setting?

In my opinion, probably not. The pop rivet will swell first and, once it has swelled to fill the drilled hole, any gap at that point will not completely close. From what you described, you probably don't have a problem. It's not structural and it's generally hidden once the surface is hinged. However, the way to deal with it is to use long reach C-clamps to close the gap before you pull the rivet.
