It's there to tie the two sides of the skin together and damp vibration. Earlier RVs had problems with the skin cracking at the trailing rivets of the control surfaces. There are several articles in 21 & 24 years of the RVator on the subject.

Makes Sense and need a new rudder for 6

I just found a crack in my 1996 version 6A. right above the trim tab. stop drilled it . the skin flexes a lot right there. I think this is a good idea. Im still looking for a new rudder if anyone has one
