The bracket will be on the trim tab , not the elevator, unless you are thinking something other than I am.
I put 4-40 nutplates on the inside of my tab and then held the bracket on with some NAS600 screws. I know its overkill but several thousand hours later when the hole in the bracket that the clevis pin goes through wears beyond my comfort, I will be able to replace the bracket without drilling rivets out.
Drilling out blind rivets and reinstalling them can get ugly on lighter structures.
