Fitting my Pepto-Pink cowls, some engine preservation oil dripped on the inside of the lower cowl. Must have been more than a drop or two, because at this time the oily patch on the inside of the cowl is about 12" x 5". It feels slightly oily, and fingers or a paper towel rubbed on it pick up a bit of excess oil.

How can I clean this sufficiently to seal the entire cowl per Vans instructions (West epoxy diluted with acetone)?

Spot remover

Ages ago we used heavy duty spot and stain remover like THIS to remove from balsa wood the castor oil residue from model airplane fuel. It works like a charm. I have since used it to remove oil from fiberglass parts prior to painting.

Me too, at least on balsa models.

K 2r is the one I have used in the past, works well.
