Looks like a regular 3G hotspot. Same most smartphones support for free or you can get similar boxes from any carrier I know of.

Problem is that the legality of running those in a GA airplane in the air is iffy from an FCC not an FAA perspective as far as I know (am not a lawyer...) . Technically they would work up to modest altitudes as most 3G antennas on the cell tower are aimed down and not up so high altitudes are not really covered well.
