I have a bench power supply from Radio Shack that puts out 13.7 volts. I want to use this for power to test instruments etc. Should I try to reduce the voltage down to 12 volts or will the 13 volts damage anything? How would anyone suggest installing a potentiometer on the power supply. Thanks.
 
It should be fine as is

Your system voltage when the engine is running and the alternator is doing it's thing will be about 13.7 or above - so your PS output is really closer to the real environment your instruments will see.
 
When I started my build, I had a little 12 volt (which puts out 13.7) power supply on my bench that maxed out at about 7 amps. Once I got more stuff installed in teh panel, it blew the fuse all the time - that's when I bought my 55 Amp Daimond bench power supply, and that serves as external power whenever I need it in the shop.
