Today I started to mount the H/S. After all the time I spent making sure that everything was level, I'm off by .3 degrees between the main spar and the longerons just forward of the H/S. It will take a .040 shim to bring the two into parallel. Is it OK to do this or should I accept the difference?

Using shims is acceptable, it basically just makes your spacer a little thicker there, but I don't think that .3 degrees is going to make much difference. However, I'd probably do the shim, too.
 
Second That

If you need a second opinion? Shims are quite acceptable. I also agree 0.3 degrees is nothing to worry about. I remember telling Mark Fredericks (of Team Rocket and long time professional RV builder) about my "problem" of not being able to get the fuselage twist below 0.1 degrees (don't you love digital levels) . He looked at me and laughed, and said " you do know Van's allows 4 degrees of twist". :)
