I just rebuilt my IO-360 and have a leak from the top front main bolt. it may be leaking from the bottom also cant tell. It is not the case halves it is the big bolts for the front main bearing. Can I use Loctite 290? Can I put a o-ring under the bolt head and nut? Or remove bolt and put some rtv or proseal on it?

No.

One thing it could very well be is that the o-rings are, in fact, in place, but if the bolts were put in dry, then the threads could have damaged the o-rings as the bolts were installed. It doesn't take much and it becomes a leaker.
