I came across this one today in the Avweb newswire. It is quite confusing at first. I originally thought they were restricting PIC privileges to specific makes and models after you prove proficiency to a DPE.

However, the eaa clarification was much better at explaining.

This would not likely be true for anyone building/flying an RV. If you have a Recreational or above ASEL, you're good to go. This would only affect someone who maybe is building or flying a seaplane, rotorcraft or multiengine and then only if you want to carry pax.
 
Looks like if you are an ASEL (no pun intended) and have at least a 3rd class ticket, you are good to go in any RV, as long as everything is current.
