On the RV 4 down on the rudder pedals, can a person replace those 4"*1/2"+- straps that join the cables to the rudder pedals with ones that are maybe another 1" or so longer?

This would give me a little more legroom when working the pedals. It appears that there would still be enough room to still get full pedal deflection.

If this can be done, where would I buy the straps?

So long as you can get full deflection and no problems with pedal movement, or damaging the firewall..... no problem.
 
that's what I did

I'm 6'1", so I made mine to give me full travel with about 1/4" clearance. .make sure your brake travel is also going to clear also.
 
The opposite for my wife. See wants the pedals farther back.
I can just trim the original bars shorter and drill new holes?
 
Well I can't move mine. I have 1/2"clearance between the pedal and the fire wall with full extension. I'm back to flying barefoot...........
