It's a TSO that governs what features the ELT must have, for ELTs installed after a certain date. It's TSO C-91a that specifies a remote switch and visual indicator for the ELT. Applies to both experimental and certificated aircraft

Edit: single-seat airplanes still don't need no steenkin' ELT :D

Not all require remote switch

The NEW EBC 406 ELT is approved under the appropriate TSOs and does not require a remote switch if it is mounted within reach of the pilot.
 
That's good to know. Since I'll probably have to upgrade the ELT in my new RV-6 to a 406 unit someday too soon.
