I just finished up my right elevator today and put it against the Horizontal stab. There seems to be some interference between the arm and the skin. Not sure if I screwed something up or if its supposed to be that way, or if Van's screwed something up. Should I just remove material on the skin and proceed, or did I screw something else up?

Nope, it comes like that. Later when you align everything, you'll have to align the elevators in trail and drill the attach points. If you leave it as is for now, that will help, as you will not need to clamp anything. After you finish drilling, you can cut, file, sand, whatever until you get the min 1/8" clearance called out in the plans.
