Question to the gallery, I am rebuilding a rv 3 im putting new wings on plane the b wing. What approvals do i need from FAA in order to fly it. The plane was being flown and was registered?

It's all driven by your operating limitations

If you consider it a "repair", then nothing is required. If it's a "major alteration" your operating limitations will tell you what to do. The older op limits require a recurrent certification. The newer op limits allow you to place the aircraft back into phase I yourself with concurrence from the local FSDO for the test area.

One comment on the test area. My FSDO told me that as long as I used the same test area, no contact was required with them, even for major alterations. A five hour test period is required, however.
If you have moved the plane away from the original test area, as defined in your operating limitations, (Say you moved from Minnesota to Texas, and the test area is back in Minnesota) then you would need to get a new test area defined for your operating limitations.
