Remind me... for homebuilt to fly IFR, it must have:

Night VFR +
Appropriate Navigation Equipment for the approach +
Redundant Attitude Instruments +
Engine driven electrical source +
Endorsement in logbook stating it is Phase 1 tested for Night VFR and IFR.

Did I get that right?

You must have equipment as spelled out in 91.205 to include all the IFR equipment plus the night VFR equipment and the appropriate OPLIMs wording. (usually stated "this aircraft to be operated day VFR only unless equipped IAW 91.205" or something to that effect).

No requirement for redundant instruments (good idea but not a regulatory requirement).

No requirement for a logbook endorsement for night/IFR testing, however, you need the 91.411 and 91.413 checks and they have to be recorded.
