Im having a problem fitting HS 707 (leading edge midspan rib) into the 601PP (pre punched skin) when attached to the skeleton. The fit is so tight that I really have to pull the trailing edge of the skin back to fit the TE spar. Is this normal. Ive checked the plans, everything is in place and measures up.
 
It's going to be tight, but you should be able to cleco it starting at the front and working your way back.

The tanks have a very tight fit and the plans recommend that you file around the openings in the flanges to help the curve a little. The flanges tend to be bent straight on the ribs, so instead of having a nice curve on the rib you end up having several semi-straight edges.

So just take your file and sort of 'thin' the flanges at the ends a little until there's a nice curve. Next I would hit them with my scotch-brite wheel to polish up the filing marks.
