What you propose might be overkill.
Verifying fuel flow before engine first start is more of a “pass/fail” evoution. For example measuring the fuel system output by removing the fuel line at the fuel servo has been (for me) much higher than the engine would ever use at full power.
In other words, you verify the fuel system can deliver the fuel to the fuel servo. Considering this is done without the mechanical fuel pump assistance there is some confidence for the total system proper operation.
Remember that most of us have engine test data from Lycoming or whomever that the engine itself can pump the needed fuel. You are then just eliminating what you add (boost pump, filters, hoses, etc.) as new problems.
