Depends on what kind of NOTAM you're talking about. A record of FDC NOTAMS is maintained by the U.S. NOTAM office in Washington, D.C. but those would be for instrument procedures at an airport. For what used to be local NOTAMs (lighting, runway closures, etc.) there should be a record kept by the Flight Service Station that services that airport. However, it would be a stretch to expect a printout of historical NOTAMs from them for a specific airport. If you have a question about an old NOTAM, though, they could probably help you.
