Gang,
I'm looking for a padding solution for the cable/harness attach buckles. Kelli and I fly with our Lab Retriever in the baggage hold, and the buckle-bolt-cable attachments constitute a hazard for our dog as they hang over the baggage space. Does anyone know of, or make/sell, some sort of padding to cover the buckle?

Jeep accessory supply houses have a lot of padding devices, most Velcro on.

You can also get shoulder pad covers from Crow that Velcro on - if I understand what you're doing, they'd work fine as well.
